Cost Estimating - The predictive process used to define and quantify cost and price of the resources required by the scope of an activity or project. As a predictive process, estimating must take into consideration risks and uncertainties. The outputs of estimating are used primarily as inputs to budgeting, cost or value analysis, decision making, project planning, or for project cost and schedule monitoring and control processes.

Cost Monitoring and Controlling - The process used to monitor expenditures and performance against project progress, to measure variance from authorized budgets and to allow effective action to be taken to achieve minimum cost.

Cost Engineering System Development - The set of techniques, procedures, tools, database and knowledge required to manage the cost estimating, monitoring and control processes.
